As part of the solution to the illegal lengthening of the commercial chain, the directive placed articles about Youth Input Suppliers’ licensees’ functions and responsibilities to carry out operations by entering into a two-year contract with the concerned body.

The directive makes it illegal to produce cement and inputs below capacity without good reason, as well as to transit and sell cement input minerals without the necessary permit.
